there's really a fine line with threats as well because some of that falls under fighting words and mutual combat, but the reason we have that is for example someone is stalking a woman and sending her threats... well it's the same with playing pranks using the cops as your punchline, that is like shouting 'fire' in a theater and you can get someone killed, it's no laughing matter
