and that is the fundamental flaw with checks and balances, they are one giant figure 8 however in this case a fourth branch would be incredibly transparent because it is focused around hearing the people, rather than more towards legislation or policy or court rulings, for example... so it becomes very hard to subvert the system because there's an enormous spotlight in DC which is why I think a lot of people hate me but I don't care
